It’s one of three illustrations for a short story “Questions and more questions” by Michael Burntwood, first published in Janus 57:
These were scanned from a 1997 “reprinted edition with updated advertising”, pp. 19-24. The original would have been published circa 1986 (not in 1981 as stated on the contents page of the source copy).
According to the text, Madelaine (the peeper) wants neither to spank nor to be spanked but is anxiously anticipating her own punishment at the hands of the same teacher, Miss Hampton.
